We seek to reach populations that are far removed from traditional insurance distribution channels. To deliver on our commitment, we partner with diverse ecosystems to create tailored insurance and service coverage.
We are committed to developing a diverse set of distribution methods to improve access to insurance, including digital platforms and alternative outlets. The accessibility of subscription venues is a vital factor, with customers able to take out policies at post offices or through associations.
Engaging with “vulnerable populations”
Our Group defines vulnerable populations as individuals who are more likely to suffer significant harm owing to various factors, such as:
- age, state of health, one or more physical or mental disabilities,
- a precarious economic situation,
- particular exposure to environmental risks, relating in particular to climate change, pollution, ecosystem degradation or natural disasters.
This vulnerability may be structural, linked to permanent personal characteristics, or cyclical, as a result of life events.
It also extends to populations excluded from essential services such as access to insurance, as a result of physical, psychological, financial or social barriers.
Our priority objectives in developing solutions for vulnerable populations are to:
- Meet the specific needs of target populations,
- Commit to customer satisfaction, complaint management and customer education,
- Develop social and societal impact,
- Innovate in products and services,
- Promote the value perceived by the customer, including value for money,
- Acting with our partners.

Because our commitment to designing inclusive solutions for our policyholders is central to our corporate mission, we plan to increase their number from 17 at mid-2026 to 30 in 2030.
Three examples of solutions designed for vulnerable populations
In France
In France, ATD Quart-Monde and CNP Assurances have since 2016 proposed a funeral policy for people living under the poverty line. Developed with the contribution of the people concerned, this policy has made it possible to take into account their real needs and set up a fund to ensure dignified funerals.
In 2024, CNP Assurances made a pioneering move to facilitate access to home or professional loan insurance for women having overcome breast cancer. And in 2025, our Group extended this initiative to men with prostate and testicular cancers.
In Brazil
In Brazil, where the average annual income is around €12,000, the illness or death of a loved one can result in the exclusion of families who are already financially vulnerable. Rapid access to quality care is a daily challenge for millions of Brazilians.
Owing to their low income, 7 out of 10 Brazilians rely on the public health system, with waiting times potentially leading to a deterioration in their health.
In response to these challenges, Caixa Vida e Previdencia markets Personal Risk products that protect against risks relating to death and illness.
